The MRCA requires that the Specialist Medical Review Council (SMRC) consists of such number of members as the Minister determines from time to time to be necessary for the proper exercise of the functions of the SMRC.

Requesters lodge a valid review request within three months of the decision of the RMA, articulating clear grounds for review.

Upon request, the SMRC reviews certain decisions made by the RMA in respect to the contents of a Statement of Principles, to not to issue a Statement of Principles, or to amend a Statement of Principles, or to not to carry out an investigation.
